Starting August 1, 2025, passport photos for ID cards and passports in Germany may only be created and transmitted digitally after the transition period. With this new regulation, the Federal Ministry of the Interior aims to prevent manipulation and increase the security of identity documents.
Digital Passport Photos – What Has Changed?
Previously, passport photos could be submitted both in paper form and digitally at the local citizen’s office. As of August 2025, printed photos will no longer be accepted. Instead, photos must now be encrypted and transmitted directly to the citizen’s office or immigration authority in accordance with the requirements of the Federal Office for Information Security (BSI).
The new procedure offers two options:
- Directly at the office: Citizens can have their passport photo taken directly at the passport and ID authority.
- At a professional photographer: Alternatively, you can still visit a professional photo studio such as PM Studios. Here, your passport photo is created according to all legal requirements and transmitted securely via a certified cloud directly to the responsible authority.

Digital passport photos: practical questions after the change
Digital passport photos mainly change how the picture travels from the capture location to the authority. Before booking, identify the document and the submission process used by the issuing office. Photography and the document application remain separate steps. A studio can prepare a photograph, but cannot determine the authority’s processing time or guarantee the outcome of an application.
Do I upload an image file myself?
In the studio process described here, the picture is supplied through the designated system and you bring the retrieval information to the application. This is different from uploading an arbitrary file or emailing a selfie. If the authority provides particular instructions, show them before the session. Other document types may have different submission arrangements.
How should I keep the code?
Keep it somewhere accessible for your appointment and do not publish it online. If it is lost or damaged, contact the studio and provide the session date. A retrieval problem does not automatically mean that another photograph must be purchased. First establish what information is missing and what the office or studio needs to resolve the issue.
Can digital passport photos be used more than once?
Ask the issuing office if you plan several applications. Technical availability, the age of the picture and suitability for each document all matter. A retrievable photograph is not automatically appropriate for every later application. If your appearance has changed, clarify whether a new picture is needed before relying on an existing code.
What should I tell the studio?
Specify the document, preferred appointment and any special requirements. Bring written specifications if available. Confirm the price and included services before attending. That allows digital passport photos to be prepared for the intended purpose, instead of leaving decisions about the format until the camera session. Ask directly about availability when time is limited.
